Anyway to format a locked sheet?

Is anyone aware if its possible to enable formatting options within a locked worksheet?

Specifically, we'd like to allow the insertion of notes or the colouring of cells while leaving users unable to insert rows, columns, or change numerous formulaes.

We are trying to prevent any changes to the sheet's structure which is subject to a number of users who are quite inexperienced with anything excel. Multiple sheets of this nature feed into a master workbook and we've experienced numerous structural problems over the past year so we've decided to lock each user's own worksheet. This however has removed their ability to format (add notes and colour cells) which is quite important to these users.

If anyone can help out it would be greatly appreciated!
