Make an image non-draggable/non-stretchable

Hi.

I have an image on excel worksheet. I want to make that image fixed on worksheet so user can not change size of image or position of image on worksheet. I dont want to Lock entire worksheet as worksheet is expected to get updated data from third party program.

Please help me with this.
