ok, I just put =P3/(Q3*24) into R3 and it reads $0.12 which is wrong.
It should be $8.96.
I have a theory on this. If Q3 is the sum of a bunch of times, then the times are adding up to multiple days simply because Excel counts days as part of all times. Try changing your formula to =P3/(Q3-Int(Q3))*24.
Put in =P3/(Q3-Int(Q3))*24 and got $5,593.53
Try:

=P3/(HOUR(Q3)+(MINUTE(Q3)/60))
