Zero in my Tax ID does not stay

I need some help.

I have a list of Tax Ids and they don't keep their zero infront. If I add a apstrophe, the zero shows up but their is a green triangle in the upper left part of the cell. Then when I run my distruption report it does not regonize my my Tax ID. It says that the cell is blank. Can someone help please?

Format > Cells > Number > Special, Social security number, or Format > Cells > Number > Custom 000000000

Or store the numbers as text (perfectly legit for this application), and suppress the error: Tools > Options > Error Checking, uncheck Number stored as text.
