Index formula won't work in French edition

I have a client who uses the French version of Excel and can't get the Index formula to work for him. Below is the formula I use in English and it works, he tries it in French and he gets a formula is wrong type of error. I strongly suspect the wording of being the culprit, but I'm not sure. Does anyone know how I need to change this formula to work in French?

=INDEX('[HamburgContainer rate tender 2008(1).xls]Port of Savannah'!$D$4:$D$167,MATCH(1,('[HamburgSudContainer rate tender 2008(1).xls]Port of Savannah'!$A$4:$A$167=A4)*('[HamburgContainer rate tender 2008(1).xls]Port of Savannah'!$B$4:$B$167=B4),0))

What is a semi-comma? I've never heard of that character, is it common in the French language?
