Picture Look Up problem

hello

i have got created a workbook which has combo boxed and when a choice is chosen the picture changes but if i do more then 1 it does not work
i have attached a file which explains further

i cant see how you linked picture to h7! but here's the problem
the combo dropdown returns the position of the selected item in the range not the cell
so range c$1$:c$4$ if the c1 value is picked h7 would return 1
similarly c$20$:c$24$ if the value in c20 is selected h7 would still return 1
