Drop down list with sub list

Is there a way in Excel to create a drop down list with a sub list or make a second drop down list that is dependant on the choice made in the first one?

I am creating a tracking spread sheet with two different catagory columns

Column 1 is the primary catagory, and column 2 is a sub catagory of column 1.
Both columns use a drop down list for data input and the sub catagory chosen in column 2 should match the proper primary catagory in column 1.

However, since both list are independant of one another, I cannot validate if the sub catagories in column 2 are being properly matched with the correct primary catagory in column 1

Is there a way to do this?

    Thank You for your help

Using the example above is there a way to color code an adjacent cell based on the list results?

I am adding a third column for a comments field and would like to highlight the cells in the comment field with a color dependant on the catagory chosen in the first column.

I am assuming I can use conditional formatting, but don't know how to apply this using list results

    Thank You
