Is it possible to lock a spreadsheet so that anyone using it can only tab from certain cells that are unlocked to other unlocked cells? This is to be done to create a form that is filled in. I can lock the chosen cells and leave the desired cells unlocked but can't create a way for another user to only tab between the desired cells. If this is possible I's appreciate the help.

You should be able to do this with Sheet protection (Tools -> Protection -> Protect Sheet). After unlocking those cells you want editable, protect the sheet with a password and deselect the option to 'Select locked cells'. Once protected, users will only be able to select unlocked cells, and tab through unlocked cells.
