Strange Yellow Text in Excel Menus

Right ok this is an odd one to say the least this has only happened on 1 pc out of about 10 and no one can figure out how to change it

The text in the task pane (only for some items like new work book etc) has gone a unreadable shade of bright yellow this also happens on the links to help in windows like more options in auto sum (which is usually blue)

It’s only on the 1 pc and only in excel 2003 (only version here)

Ive tried the same workbook file on other pcs and there’s no problem it’s only the one pc

Im confused and have no idea what’s happened
And this forum seems to be populated by excel geniuses so can any of you help?
