Sum Data Based on Specific Row Values

So basically I have all these stations (Alpha Beta Gama Delta). For each station there is an essentially arbitrary value assigned to rate it (Column C). To compare these we look at the 'Column C' value minus the average of 'Column C', this is column D. What I would like to do is sum these 'Column D' values based on the Station name (Column A) and another arbitrary word value (Column B).

If this is confusing I am sorry, please see the spreedsheat. The first sheet is what I have the second sheet is what I would like to automate.
