Take a look at this link, there are quite a few postcodes in each Region

With your postcodes in column A, you need to extract the first two digits with this in B1 and copy this formula down

=LEFT(A1,2) you then need to set up your Shires & counties into Region and then use a Lookup table. Take a look here to get you started
