    if I understand correctly you want to average the values of x/m corresponding to the first occurrence of the years?

    Assuming your data spans Columns A:F, use a setup like this:

    In Cell F2, enter:

    =sumif(A2:A100,E2,C2:C100)/COUNTIF(A2:A100,E2)

    and fill that formula down.
