The insert row disappeared from my list

A client asked me to build an Excel list with some validation rules etc for them. I gave the list to them a few weeks ago and they were using it without problem then sent it back this week with the complaint that the insert row has disappeared.

I have tried deleting and then redefining the list, resizing the list, turning it into a range then back into a list but to no avail. The insert row list remains stubbornly missing.

Can anyone offer any solution?
