can't scroll with arrows

I just got a new used computer at work. I can't scroll with my arrow keys in excel. When I press the arrow, it moves the whole screen left or right. On every computer in the past, when I press the arrow key, it moves to the cell in the direction that your pointing towards.

How can I fix this? I normally use the arrows to the left of the keypad, however I also removed num lock and tried the arrows on the 4 8 6 and 2 keys but that didn't work and just shifted the whole screen in that direction.

Anyone know how I can fix this?
