Conditional Formatting

Hello,
I would like to use conditional formatting as validation tool. I have two columns of data and if the barcodes I want conditional formatting to format them one color and if they don't another. Is this possible? I need to use relative cell addresses because it is a line by line compairson. If I cannot use conditional formatting is there any other way to do it?

Sure,
A2=B2
I am sure that it would the if function but everytime I try I get ciruclar cell reference or I have to use absloute cell reference. I want to drag and drop all the down list so it has to be a relative reference.
