tooltip like box

I have an Excel document, it would popup a box showing something when
you hit the cell. It is not a comment box, seems the tooltips.

Being a simple guy from Norway, I am not able to read it. But it could be a
cell validation input message. Activate the cell and see if there is
something is in the Data - Validation menu.
