Freeze panes function does not work?

I am trying to freeze the column titles and the function is not working. I am
doing everything correctly as far as I know. Any trouble shooting tips or
possible reasons it may not be working for me?

Rows above and Columns left of your selected cell will be frozen.

Select B2 to freeze row 1 and column A.

Do not select A1 to freeze row 1 or you will get a freeze line at window center.

We have the 2010 version of Excel, and for some reason I cannot get the Freeze Panes function to work. The program doesn't even highlight the option for me. Is there an answer to this problem?
