I have a workbook with 22 sheets in it that I need up to 15 users to be able to access simultaneously (different sheets, of course). I keep getting an error saying the file is locked for editing when user 2,3, etc log in. Any ideas?

That is the way it works........
It is the workbook that is locked, not the worksheet.
If you have sharepoint then you can put the data out there and they
could all get to it at the same time.
If you have access at all locations you could pull the sheets into
access in a split (FE and BE) Access configuration and they could all
get to it at the same time.
But what you are experiencing is the way that Excel on a network works.

When every user uses his own sheet, why do you want them in a single
workbook at all. Place a separate workbook for every user into network
resource, so they can open and edit it at their hearts will. When you need
to summarize data from all users somehow, then for this you design one or
several separate summary workbook(s), which get data from users workbooks
through links, or through ODBC queries (which way is best to use, depends on
data). When you want to have some general data to be available for all
users, put them on separate sheet(s) on some summary workbook, or into some
separate 'general' workbook, and all users workbooks get them alsou through
links or using ODBC queries.
Advantages:
Users don't affect one-another when working;
Every user sees only his own part of data;
The number and design of summary workbooks isn't limited, so you can for
various bosses/supervisors desigh individualized summary workbooks.
