You can save the file with a password for opening and a password for
modifying, each one being different. You can then dispense the appropriate
passwords to each user according to the type of access you want to give them.
Or you can also use protection to produce the same results. Just unprotect
the cells you want data entered into from the Cell Formatting dialog box and
then turn on protection and assign a password.
The row and column insert options will be grayed out in the menu.
