How do I keep Excel in manual calcuation?

How do I keep Excel in manual calculation? I switch it to manual using the
tools-options menu, but it keeps switching back to auto.

Could a macro that starts up with Excel or the workbook be resetting the
    option?

Excel's calculation mode is at Application level rather than workbook level,
and is set from the first non-empty, non-XLA workbook opened, which could
    for instance be Personal.xls.
