"Modify Selection" button is grayed out

Anyone, I'm trying to modify my buttons but the "Modify Selection" button is
grayed out. Can anyone help me take care of this?

Assuming you have gone to Tools>Customize..........

Have you selected a button on a Toolbar to modify?
