In Excel 2003, I need to be able to do the following:
Fix the spreadsheet so you MUST complete a particular cell before going on
to the rest of the fill-in cells. This application is a bid sheet, so certain
cells add up to a total.

Could you use data validation ?
data validation allow custom with formula =a1>0
then on error alert tab type you must enter data in cell a1 first
changing a1 to you cell
