Cannot get chart menu bar to stay up in excel 97

Chart menu bar (which contains the file, tools etc.) dialoge box disappeared.
Trying to put it back from the dialoge box causes it to show up until you
close dialoge box.

Has anyone heard of this before or a fix?

The Chart Menu bar should appear automatically, replacing the Worksheet
Menu Bar, when you select a chart.
