    To get the 39.61 hours your cell must be formatted as number with two decimal
    places. When you use the & in the cell you see the full formatting. If you
    format the cell with the 39.61 showing as having a lot more decimal places
    you will see the same as with the &.

    If you always have 2 decimal places, there should be no harm if you use the ROUND function.
