Forcing Excel to Load Below Office Toolbar

Can someone tell me how or if there is a way to force Excel 2000 to load below
the Microfoft Office Toolbar? Word loads below, so why doesn't Excel? I have to
"Auto Hide" the toolbar to reposition the Excel window. I'm using XP. Thanks!

forget the office toolbar. I used to use it too, but with windows XP, just
click "show quicklaunch" in the properties on the taskbar and put whatever
icons you want in it. I use a double high taskbar with my 12 most needed
program icons in the lower left corner, including powerpoint, word, and excel
