There's probably an easier way, and I think you made a typo with your 23.15,
you meant 13.15, but here goes:
=IF(MOD(ROUNDUP(A1*2,-1),10)=0,ROUNDUP(A1*2,-1),ROUNDUP(A1*2,-1)+5)

Try this for a number:
=CEILING(A18,5)
And format the cell as you wish.
OR, for a text display, try this:
=TEXT(CEILING(A2,5),"$#,###.00")
