Put the population value in B1
Put this in C1 =A1/B1

Debt in A1 $2,121,100,000,000
Population in B1 295,622,256
Formula in C1 =A1/B1 returns $7175.035

That's not the question. 2121.1 refers to billions, population is single
digits. Excel will not accept 2121.1 as a number, it hates punctuation.

Divide both sides of the input by 1000000000, as
=2121100000000/1000000000 for debt in A1, will display as 2121.1,
=295622256/1000000000 for population in B1 will display as .295622256
In C1 put =A1/B1 and still get 7175.035
