Vertical Scroll bar.......just a little dot

Hi!

When I open I blank Excel document the vertical scroll bar is a long line
When I fill in some text in each cell f.ex A1:A3000 it becomes much
smaller....so far so good. But if I delete all text the scroll bar is still small.............................why?

How can I get it back to original condition again?
