Moving Page with Scroll Bar

I am using Excel 2003. Till today, the page scrolled when I moved the scroll
bar with my mouse. Now, the page doesn't move until I release the scroll
bar. What did I do wrong, and how can I reverse it?

Have you turned on the Scroll Lock button by mistake
