Creating Hotspot Over Cells But Still Be Able To Edit Cells

I want to create an excel workbook that I can create a hotspot over a group of cells but still be able to edit these cells on a daily basis. Once the cells are edited and the workbook is saved it is then exported over to Adobe Acrobat then published to the webserver.

(If this works right then I want to create a hotspot over the white cells under the program names so that I can link back to the guidelines but I have to be able to edit these cells on a daily basis)
