Minimize does not work as expected

When I click on the minimize button, it goes to a small icon.

I have tried to resize it several times and and it still goes to the small icon.

It only does it on this excel spreadsheet and not on any of my other sheets.

I must be missing a process.

I just stated doing it this week.
