How do i turn this feature off? It seems to have just started happening to me recently on new files, note it doesnt happen on old files i have saved. It highlight the full row & column in green wherever i click

Please update your profile to show your Excel version (like Microsoft 365, Excel 2021). I do not know what "16" is.
It appears that you have turned on the Cell Focus feature, although it should apply to all files.
