Are you certain you have uploaded the correct Excel workbook?

The attachment looks nothing like your screenshot ...
But for the screenshot:
=COUNTIFS(A2:A7,"Tender A",B2:B7,"<>")
=COUNTIF(B2:B7,"<>")
