Points given to 8 people over a year

I have 8 employees

I get 1500 points per month that have to be used up per month and can not be saved to the next month. So 1500 x 12 months = 18,000 points.

How do I randomly create something that ensures all get an equal amount over the year.

I can only issue 500 points as the minimum amount per month, therefore 3 people could get the 1500 allowance.

I am happy to have a left over amount of points at some point of time.

Why does it have to be random. Why not stage it out that two people every month gets 750 every four months

Given the constraints the only way to give more than 2 employees per month points would be to give 3 employees 500 points.
As illustrated in rows 1:10 of the attached file, assigning points using that strategy will mean each employee will receive 2,000 points for a total of 16,000 points given out during the year.
On the other hand, as illustrated in rows 13:22, using Alan's strategy will allow for the assignment of 2,250 points per employee for a total of 18,000 points given out during the year.

You can distribute all available points if 3 people get 500 points each in 8 months of the year and 2 people 750 points each in the other 4 months.
You sufficiently randomize the output if you shuffle both the payout months and the list of people.
A small standard deviation of the sums of output months for each person might be a good indicator that the points are being assigned at a similar average time for all people.
