I would like to count the number of compliance lines established.
For example, if the cell F1 is Yes, I would like 1/26 in E3.

F1? Do you mean F3? E3? Do you mean D3? There are no "Yes" in column F at all ...
I presume you mean this:
=COUNTIF($E$8:$E$98,"Yes")&"/"&MAX($A$8:$B$98)
In French:
=NB.SI($E$8:$E$98;"Yes")&"/"&MAX($A$8:$B$98)

I wanted "Yes" in E8.
I wanted the compliance result in D3.
