How to Return All Invoices Avoiding/Skipping Duplicate

As The Max size of attachment is 1000kb that's why i have to delete most of the rows
Column b is the original invoice numbers one invoice has 2 parts but in approval note we have to take only one invoice not two because it cause duplication
