Conditional formatting multiple criteria (ideally within Format Cells window)

Is it possible to apply multiple conditions within the Format Cells options?

I am trying to format positive numbers with colour Black and negative numbers colour Red

In addition if the number is greater than or equal to 1,000,000 it should be formatted $1.0M else less than 1,000,000 (and positive) $0.1K and similar for negative numbers if less than or equal to -1,000,000 it should be ($1.0M) else greater than -1,000,000 (and negative) ($0.1k)

My current attempt looks like this, but I get error "Cannot use the number format you provided";

I know I could cover this with conditional format and format cells, but just wondering if it is possible only in format cells.

As much as I know conditional format accepts only 3 conditions.
