I have a table similar to TABLE A (but much bigger).
I want to convert the table to a format like TABLE B.

Thanks, maybe I dont understand what you mean.
Will not transpose just switch rows to columns, i.e. I do not get one unique line for each country/city combination?
Do you have the Excel file for me, so i can see what you mean?
Perhaps trying the following will help.
1. Convert columns C:F into an Excel table
2. Load the Excel table into Get & Transform using From Table/Range on Data tab
3. Select all columns
4. Unpivot selected columns
Note that you will have to add column headers.
