How can I reduce Chart Area without resizing Plot Area of a graph?

Hello, I have a situation that maybe you could help me with:
I have this graph to which I'm trying to reduce the height and width of the chart area because I want to reposition it very near the top border of the worksheet, and the size of the chart area does not allow me go further up, when I try to resize the chart area, the plot area also resizes with it. i've tried many ways and bibliography about this question haven't helped me yet. Is there a way to reduce the chart area without affecting the size of the plot area? Maybe a VBA code that could help.

I'm sending an image to illustrate what I mean and also a file with the graph with the problem.

After AndyPope's excellent explanations I add:

Try enlarging the plot area to the maximum size of the Graph area.
Then adjust (reduce) the Scale of the graph width to where you need it.
In your case, after resizing the plot area, reduce the Graph Width Scale percentage to 67 and see if that's what you're trying to achieve.
