I would like to know if there is a formula for is cells I9 and J9 have values and also if the name in A9 matches the same as the name in the second photo it will then highlight green on the second photo which is in a different tab.

From the above photo if the name and both cells in I9 and J9 have values it will color code the cell in the below photo.

Your thread title is generic: please edit it to tell us specifically the nature of the issue you need help with. See the forum guidelines on thread titles.
There are instructions at the top of the page explaining how to attach your sample workbook (yellow banner: HOW TO ATTACH YOUR SAMPLE WORKBOOK). Screenshots are of little practical use as we cannot manipulate them.
A good sample workbook has just 10-20 rows of representative data that has been desensitised. It also has expected results mocked up, worked examples where required, relevant cells highlighted and a few explanatory notes.
