Can't use arrow keys to move shapes on an Excel 2019 Chart

I have to move shapes and text boxes in an Excel chart/Graph.**I have a Tremor and cannot use the mouse to do this.**I have Excel 2019. Clicking*on a shape and using the arrow keys works very occasionally. In the vast majority of cases the focus just shifts to another shape. If the left arrow is working the right arrow will never work. It just jumps to the next shape. Same with up and down. But this only happens once in a great while when I can use the arrow keys. I have tried moving a shape*with the arrow keys with control, shift, Alt, Fn*And the Windows key held down. None of that works.**I tried saving the file as an*Excel 97-2003 format.**That didn't help.

This feature worked splendidly on earlier versions of excel. Excel 2000 even had a specific "Nudge"*Feature to move a shape a tiny amount.**It's really upsetting, in searching Google for an answer I Came Upon a Microsoft web page "What's new in Excel 2019?"**It said "Excel 2019 has all the great features you know and like, plus a few more."
Why would Microsoft take away such a fundamental and useful feature?**I don't get it.**

If someone tells me I should uninstall and reinstall Excel I might have a nervous breakdown.**Could Microsoft fix this with an update?

You should be able to click anywhere in the shape and then use the up, down, left and right arrows to move it around. Certainly works that way in 365 and there's no reason I know of that 2019 would be any different.

Sorry. Mis-read the question. Looks like you can select the chart itself and move it with the arrow keys, but not elements like the chart title.

That said, there is an Add-in that looks as though it does what you want.

And it also worked for me in all the previous Editions of excel going back to the 1990s. But it won't work for me in Excel 2019. I tried Closing Excel and rebooting the computer but that didn't help.
For me all the arrow keys just makes the computer's attention shift to one of the other shapes and it will do that through all the shapes and come back to the one that I first clicked on If I keep hitting the arrow key. If I hit the arrow key for the opposite direction it goes through the shapes in reverse order.

I uploaded a Chart only Excel file To show the shapes and text boxes that I would like to be able to move with the arrow keys.
