    Try this in Timeline C2 and copy down and across.
    Formula: copy to clipboard 
    =IF(COUNTIFS(Data!$B$2:$B$8,Timeline!$B2,Data!$C$2:$C$8,"<="&Timeline!C$1,Data!$D$2:$D$8,">="&Timeline!C$1),"Off","")
