Insert Cut Column Option not Shown

Lost the option to "Insert (Cut/Copy) (Column/Row) when left clicking on a Column/Row header. I lost this option some time ago now I need use a lot.

There is not a lot to say this option is missing. I've attached a blank workbook showing the problem just Cut/Copy a Column/Row and attempt to insert the Cut/Column into the worksheet.
