Improved Instant Run-off Voting

Good afternoon, everyone.

I am trying to do a new and improved worksheet for instant run-off voting and I need your help on the conditions:

1. If the ballot is "exhausted", it will exclude from the number of votes being cast.
2. A candidate has to receive more than 50% of all of the valid ballots being cast.
3. If there is a tie for last place, the prior round vote totals will be taken into account and the one with the lowest prior round vote total will be eliminated.
4. Any "skipped" ballots (ballots that have skipped a rank "1-3-4-5" instead of "1-2-3-4" should be taken into account.

How would I do that?
