Golf League..2 Divisions/18 players each, Entering 3 yrd Year, Who hasn't played who?

How can I determine this? I want to assign people to the same division who have not been in the past so they get to play each other. Guys have complained that they have never gotten to play certain other guys the past 2 years. We assigned players to divisions randomly previously.

Make a list of all the games that are played.
Then make a table with this formula:

Continuing from Willem, assuming there is no home-and-away format, and bottom-left part of the table is a reflection of the top-right part:
J3=XLOOKUP($I3&J$2,$B$2:$B$99&$C$2:$C$99,$A$2:$A$99,XLOOKUP(J$2&$I3,$B$2:$B$99&$C$2:$C$99,$A$2:$A$99,"X")), copy across and down.

Using popipipo table in the attached sheet I have inserted values (names) for a & b. So now I insert the date(s) each person played against the other

You need also adjust the names in the table.

Need something similar to the attached that will identify who has played who over the last two years, dates don't really matter. I have manually checked the boxes. I created this in Google Sheets.

Tried downloading to Excel but came out as true false values.
