    How Do I Create or Edit This Pop-Up?

    I'm trying to modify a spreadsheet I downloaded. Clicking in the 3rd column cell displays the yellow colored popup.

    How is the colored popup box created and edited? It doesn't appear to be a comment or note.

    Any help is appreciated.
