Excel 2019 - is the format cell > alignment >cell margins is missing?? (screen shot)

I use Excel 2019, trying to add white spaces (padding) around data in cells.
I could not find the "cell margins" option- see screenshot!
Did microsoft remove it on Excel 2019? if so, then how can I add white space around data in cell?
