My decimal point moves when I replace all (But not on all numbers)

Sorry if this is elsewhere- I don't know what to search.

The first workbook shows how it downloads from my system.
    So I clear formats
Then Replace All 'R' to nothing
    I'm left with just numbers.
Then I used to use Find, Replace All, and replace the decimal point (,) with nothing
When I do that, my decimal point moves in the numbers but only some of the cells
So for example, C2 should read -19020, but now reads -1902
but C4 is 26628 and that is correct.

Other times when I've done this C2 reads -19,02 after I've replaced all!

What am I doing wrong? Workbook 2.xlsxWorkbook 1.xlsx
