    Formula: copy to clipboard
    =COUNTIFS($A$4:$A$12,E4,$B$4:$B$12,"888")=COUNTIFS($A$4:$A$12,E4)
    copied down.

    Or better
    Formula: copy to clipboard
    =IF((COUNTIFS($A$4:$A$12,E4,$B$4:$B$12,"888")=COUNTIFS($A$4:$A$12,E4)),"yes","no")
