IF match the id number then name will be shown

If cell value match then name will show or if not match then it will show not match

I used this formula
=IF(J17="193270",Asad,"Not Match")

but it matched but results shows not match

You have a numeric value in J17, but you have a six character string "193270" in your formula, they are not the same. Also you need quotes around the character string "Asad":
